Проект: AI OTC/AML Backend Machine.

Это первая безопасная сделка на 50 000 ₽ под Milestone 1 — Backend foundation.

ZIP-пакет проекта принят сторонами как утверждённый technical source of truth. Milestone 1 не является полной машиной и не заменяет Milestone 2. Milestone 1 должен поставить рабочий backend foundation, который расширяется до полной lean backend machine по ZIP без переписывания архитектуры.

Срок Milestone 1: 5 рабочих дней от T0.
T0 = момент резервирования средств по безопасной сделке и подтверждения условий в задании.

Состав Milestone 1:

1. FastAPI backend foundation.
2. PostgreSQL connection.
3. Alembic migrations.
4. Docker Compose для local run.
5. settings/env structure.
6. registry/config foundation:
— canonical enums/statuses seed;
— config parameter storage;
— source approval flags;
— roles owner/admin/operator.
7. Core PostgreSQL schema:
— audit;
— raw payloads;
— sources/adapters;
— quotes/deals;
— department results;
— formula results;
— C00/F11/F12 records;
— state transitions;
— gap register.
8. State-machine skeleton:
— controlled transition requests;
— transition records;
— direct lifecycle/status mutation blocked;

— base adapter contract;
— mock AML adapter;

11. Minimal API:
— healthcheck;

— submit manual quote/source evidence;
— run mock checks;
— read C00/F11/F12 result;
— read adapter health;
— owner/admin office mode action;
— read audit/gap records.

Demo/acceptance Milestone 1:

1. Local stack starts successfully.
2. Migrations apply cleanly.
3. Registry/config/roles seeded.
4. Clean mock candidate with fresh quote reaches C00 ready and F11 ACCEPT.
5. F11 ACCEPT does not create MoneyMovingPermission.
6. AML hard-stop blocks ACCEPT even with profitable economics.
7. Stale quote blocks ACCEPT.
8. STOP_NEW_DEALS blocks ACCEPT for new deals.
9. Adapter down affects F12/system mode separately from deal-level risk.
10. Unsafe direct status mutation is blocked or impossible.
11. Audit trail stores action, timestamp, reason codes and raw/mock payload refs.
12. Automated tests pass.

Result delivery:
source code, migrations, Docker Compose, .env.example, README, tests, seed data, demo scenarios, sample requests and changelog.

Delivery format: private Git repository or ZIP archive with commit/tag/control archive name.

Secrets, real API keys, Telegram bot token, private credentials and passwords are not included in repository/archive.

Payment is released only after Milestone 1 acceptance by demo/tests/dry-run.
